in addition to a consideration of social cost
a comprehensive method was proposed to establish the dynamic traffic simulation model of signal intersection with and without left-turn waiting zone(LWZ)
and then quantitatively evaluate the LWZ from the aspect of traffic efficiency
fuel consumption
traffic safety
air pollution
greenhouse effect and noise pollution. At last
the method was applied to a real intersection of Guangzhou
and the results show that the average comprehensive cost of the intersection with the LWZ is reduced by nearly 25%. The example had proved that setting LWZ can effectively promote traffic efficiency at the intersections
but leads to the increase of air pollution and noise pollution. The method can evaluate the value of LWZ comprehensively and effectively
