The low economic growth region in this paper fefers to the area with low development tlevel or the less developed area compared with the surrounding areas. This paper

taking Xinfeng County of Guangdong Provinces as an example

focuses on the rise of the low economic growth regions. Firstly

the reasons for causing the low economic growth are analyzed. On the one hand

the economic and technological radiation resulting strategies of realizing the provincial modernization and the policies of developing the mountain area and supporting the poor areas

together with the superiority of natural resources and long established infrastructures

can be considered the dynamics of the rise of the low economic growth region. Finally

the measures of promoting the rise of the low economic growth region are discussed:(1)to make the comprehensive planning and develop regional economy rationally on the basis of finding out the real conditions;(2)to determine the growth pole and develop along the traffic lines;(3)to speed up the construction of infrastructure;(4)to carry out favorable policies and raise funds for construction through various channels.
